Viewing unsubscribes via API or UI: There was a feature request to add an unsubscribe status column to the people export, and the team noted they would look into it. I don't have confirmation that this has been built out yet. There's no clear documentation I can point to about viewing unsubscribe status through the API or on an individual person's profile.
Resubscribing: I don't have reliable information on whether a contact can resubscribe once they've unsubscribed.
