In data room settings, when "allow files to be downloaded" is toggled off, files can still be downloaded when being previewed.

, when this is toggled off, LPs cannot download the files. If you are viewing the file logged in as the manager however, you will always have the option to. I'll make a note we should make this more clear in the UI
