I sent a PACT email to a contact through Base. They now have the "Send email 5.2. PACT: Remind (v1)" tag. Does this happen automatically, or do I "push the button" to do so?

TL;DR it happens automatically as part of the flow of actions within stages.
In Decile Hub we have series of actions as well as stages, we also have email automation and you can navigate your actions under the 'next actions' column in your pipeline. I will explain below what all these things mean.
In your case you've completed an action within a stage, which leads the system to automatically move it to the next action.
You've sent out your PACT email called "5.1. PACT: Send (v1)", so the second natural action for you in that stage is to send a reminder email called "Send email 5.2. PACT: Remind (v1)" as a follow up, assuming the LP has not already signed the PACT by the time you decide to do so. For your awareness whenever a PACT gets signed you will receive an email notification, so will the LP and your prospect will automatically be moved to the stage of PACT signed [hold] in Hub.
What are stages and actions in Hub?
Stages in the Hub refer to the logical steps that a Prospect follows along in a pipeline. These stages can range from being added, through various communication steps, all the way to being closed or declined. Each stage contains a series of actions that define the steps followed to determine what happens with a Prospect. These actions could include sending an email to the Prospect and then waiting for their interaction to progress to another stage.
What is email automation in Hub?
Email automation works by setting up preconfigured emails that are triggered by certain actions. For example, when a prospect signs a PACT, they are automatically moved to the 'PACT signed [Hold]' stage. Email templates with automation enabled have a type of URL variable that, when clicked, moves the prospect to a selected stage. To test this, you can add yourself as a prospect, send an email template that has automation built in, such as the PACT email, click on the link (that has automation due to the URL variable) in the email you received to move it to the next stage and then check in Hub if the prospect has indeed moved to the selected stage.
How does the next actions column in my pipeline work?
The next actions column in a pipeline shows you which next actions are due. It can easily be managed by clicking on the 'next actions' field for the respective prospect. There you can 1.) skip the next action for a prospect, 2.) preview and send email or 3.) re-schedule it. This feature allows for quick and efficient management of actions.
