Can't move PACT to PACTS folder; move button is inactive. Need advice. Thanks!

Just need assistance with a Decile Hub question. I'm trying to move a PACT from the unfiled folder to my PACTS folder and when I select the folder and then click move, the move button is light green and I get a circle with a slash through it symbol when I hover over it with my mouse and it doesn't respond to the mouse click. Please advise. Thanks so much!
